The Minister stated that such incidents are unfortunate but you cannot stop them sometimes adding that the government is vigilant everywhere and investigations are underway.
The controversial statement came just hours after President Ram Nath Kovind gave his assent to the ordinance approved by the Union Cabinet to provide stringent punishment, including death penalty, to those convicted of raping a child under 12 years of age.
The ordinance was approved on Saturday amidst rising sexual crimes against children.
